The Fed's Bank Diversity Supplier Program Manager, Cynthia Turner, will share her insights on how to access and leverage the diversity procurement processes.


Cindy Turner is an accomplished supplier diversity professional with a 19-year history of directing award-winning supplier diversity initiatives for financial institutions. She currently serves as the supplier diversity program manager for the Federal Reserve Bank of Richmond, where she leads the Bank’s strategic initiative to develop, market and implement a corporate-wide process to increase expenditures with minority and woman-owned enterprises (MWBEs).

Prior to joining the Federal Reserve in April 2011, Cindy managed similar initiatives for two different Fortune 500 financial services institutions. Results included significant increases in MWBE expenditures; local, regional and national recognition; and greater awareness and participation by key corporate executives and policy influencers.

Cindy is a gifted communicator with a demonstrated talent for engaging individuals from line employees to CEOs and influential stakeholders. She has served in senior leadership roles with the Virginia Minority Supplier Development Council, and participates actively in the National Minority Supplier Development Council, the Women’s Business Enterprise National Council, and Financial Services Roundtable for Supplier Diversity networks.

A Maryland native, Cindy has been delighted to make her home in Richmond, Virginia since 1981. She is a graduate of James Madison University, with a Bachelor of Arts degree in Communications and English.
